North Oaks is unlike any other city we serve: a fully private community where the Home Owners' Association owns the roads and parks, wrapped around Pleasant Lake — and a city with two different watering rulebooks depending on which side of it you live on. There is no municipal utility. The east side buys water from White Bear Township, which confines irrigation to odd/even days within strict 6–10 morning and evening windows. The west side buys from Shoreview, whose seasonal rules — before 11am or after 5pm, odd/even, May 15 through September 15 — apply even to private wells and surface-water draws.

The first thing we establish on any North Oaks project is which supplier serves the property, because a controller programmed for the wrong side of the line is out of compliance from day one. We keep both schedules on file and set every system accordingly.

The properties themselves are classic North Oaks: multi-acre wooded lots on hilly glacial terrain where kettle depressions stay damp and exposed knolls parch.
